This report presents the work of a Mathematics Study Panel chaired by Deborah Loewenberg Ball and comprised of education professionals, mathematicians, and math education researchers.
Abstract: "This report proposes a long-term, strategic program of research and development in mathematics education with two main goals: to raise the level of mathematical proficiency and to remove the inequalities that affect achievement differences for students in different social, cultural and ethnic groups. The report focuses on issues directly related to teachers' knowledge and classroom practices and recommends three keys areas of study that will help gain the necessary political support for a long-term strategic program."
